Objectives of the Programme
To assist the Ministry of Health and local authorities in the most affected regions to introduce and implement the internationally recommended Directly Observed Treatment Short-Course (DOTS) strategy and TB/HIV activities. The DOTS project aims to 1) train clinicians, laboratory personnel, nurses and primary health care staff; 2) provide laboratory equipment and supplies; 3) increase general awareness and understanding of TB; 4) improve drug sensitivity testing; 5) introduce anti-TB drug resistance surveillance; and 6) introduce standardized short-course chemotherapy and direct observation of treat ment. TB/HIV project aims to introduce TB/HIV collaborative activities in the defined oblasts of Ukraine.
Description of duties
Tuberculosis Programme, the Advocacy and social mobilization officer will be responsible for, but not limited to, the
following duties:
– In coordination with head of CO and RDO/PMR prepare and implement annual/quarterly communication work-plans as a part of the Programme plans;
– Assist in developing and maintaining close collaboration with the mass media as well as with groups and organizations that support the achievement of Programme’s advocacy and communication objectives and activities;
– Provide day-to-day assistance in handling mass media relations including organizing media events, interviews, and development and dissemination of information to the media;
– Maintain Programmes media relations for reaching main donors, partners and general public audience through: press conferences, press trips, projects visits, interviews, in close coordination with RDO/PMR
– Maintain contacts with governmental, non-governmental institutions, academia, local and community authorities;
– Draft and edit articles, press releases, feature stories and other advocacy and information materials for both web-based and traditional media, in coordination with HCO and RDO/PMR
– Promote Programme through stories, articles and other PR activities;
– Produce quarterly bulletins on Programme activities;
– Ensure that at least once every quarter, a “best practice” article on Programme/projects activities is prepared and distributed;
– Assist in the production of advocacy and communication materials (films, videos, audio-visual materials, leaflets, brochures, posters, etc.) and oversee the qualitative aspects of production (quality control, translations, review of layout and graphic design);
– Organize special events based on WHO and UN days, in close coordination with HCO and RDO/PMR
– Provide support to regional communication campaigns and initiatives when required;
– Visit regularly projects sites to keep abreast of activities;
– Prepare photos related to the Programme implementation;
– Submit regular updates for WHO/EURO, Stop TB Partnership and UNDP Ukraine web-sites on the Programme/projects;
– Scan press and publications for articles of interest to Programme and circulate them to Programme staff;
– Handle correspondence and reply to inquiries for public information materials;
– Liaise with communication staff of other UN Agencies in Ukraine, in close coordination with HCO
– Assist other Programmes in WHO CO in Ukraine when required;
– Performs other duties when required.
QUALIFICATIONS REQUIRED:
Education
University degree in communications, journalism, public relations, or equivalent professional work experience in the field
of communication combined with a university degree in a related field.

Functional Skills and Knowledge:
– Knowledge of current theories of and practices in communication research, and the role of mass media. Ability to research, analyze, evaluate and synthesize information.
– General ability to draft clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases and articles/stories for print and electronic media.
– Ability to assist in managing relationships with media representatives, government officials and other UN partners.
– Very good team-working skills.
Experience
Three years of practical professional work experience in communication, and/or print and broadcast media.
Languages
Excellent oral and written communications skills in Ukrainian and Russian. Good oral and written communications skills in
English.
Annual salary (Net of tax) 143,703 (in Hryvnia) at single rate.
Shortlisted candidates will be called for tests or presentations and interview.
